Employment obligation

A continuous fixed-term employment relationship of six months, scaled so that your 26-week working condition is met. The aim is that, with the employment obligation, you will be able to return to the labour market. If this is not the case, after your employment relationship, you will once again be entitled to earnings-related unemployment allowance from your unemployment fund or to the basic unemployment allowance paid by Kela.

The employment relationship has the same terms and conditions as other pay-subsidised jobs offered by the city: the working hours and salary meet the requirements of the collective agreement. There are no separate employment obligation jobs, but you can apply for all pay-subsidised jobs offered by the City of Helsinki.

During the employment relationship, you can use the services of the City of Helsinki, such as occupational health and education services. The employment obligation includes additional guidance, the aim of which is to improve your employment after the work period. The guidance may include, for example, career guidance, study counselling or competence development. Participation in the guidance takes place 1–2 times a month during working hours. 

For persons over 60 years of age, education counts towards the employment condition. In some cases, for persons between aged 57–59, the employment obligation can also be used for labour market training. Always find out from the payer of your unemployment benefit (Kela or the unemployment fund) how meeting the employment condition affects your unemployment benefit during and after the education and how the education meets the requirements of the employment condition. This will ensure that you understand the impact of applying for education on your financial situation. 

Rehabilitation may be suitable for you if you are over 60 years of age and your health affects your employment. In this context, rehabilitation refers to all public employment and business services. Always find out from the payer of your unemployment benefit (Kela or the unemployment fund) how meeting the employment condition affects your unemployment benefit during and after the rehabilitation and how the rehabilitation meets the requirements of the employment condition. This will ensure that you understand the impact of applying for rehabilitation on your financial situation.
