Follow these steps
If you become unemployed or are laid off, register as a jobseeker as soon as possible. For detailed instructions on how to register as a jobseeker, please see Job Market Finland’s website.
You can register as a jobseeker before your unemployment or lay-off begins if you know the date in advance. Be sure to register on your first day of unemployment at the latest. Your eligibility for unemployment benefits will be determined starting from your registration date.
How to register
- Register as a jobseeker in the E-services of TE Services (in Finnish).
To sign in to E-services, you will need online banking credentials, a mobile certificate or an ID card with a chip. You must also be a citizen of an EU or EEA Member State or Switzerland. - Fill in the required information carefully. Make sure that your work, education and contact information are correct.
- Describe your situation in as much detail as possible. For example, describe the end of your employment, your studies or entrepreneurship, if applicable. Providing detailed information will speed up the handling of your matters.
- If you cannot use E-services, you can register as a jobseeker over the phone or by visiting a TE Services or Helsinki Employment Services office.

You are a client of Helsinki Employment Services if you are a resident of Helsinki and belong to one of the following groups:
- You are not entitled to earnings-related unemployment allowance, meaning that your unemployment benefits come from Kela.
- You are under 30 years old.
- You are a migrant or your native language is not Finnish or Swedish.
If you do not belong to any of the above groups, your services are provided by Uusimaa TE Services. You do not need to know or determine which service you are covered by, as we will guide you to the right place.
Once you have registered as a jobseeker, we will check whether your are entitled to unemployment benefits. We will issue a statement on your eligibility to the payer of the benefits. Unemployment benefits are paid by Kela or an unemployment fund.

- basic unemployment allowance and
- labour market subsidy.

You do not need to contact us separately, as we will contact you within about five business days of your registration. We will schedule an initial interview with you to be held at a TE Office (in Finnish) or Helsinki Employment Services officeor in some other agreed upon manner.
During the initial interview, you will get to discuss your situation with your assigned specialist. The topics covered include what kinds of jobs you could apply for, whether you need education or training and whether you want to change careers. Together with your specialist, you will also draw up a personal employment plan. You can also check the Help with job seeking page in advance for instructions on how to prepare for job seeking.
We will also prepare an assessment of your service needs . This involves determining what services you need for employment or education and training.
In the initial interview, we will also agree on how you will keep in touch with us in future.
We will hold a job search discussion with you three months after your initial interview or previous job search discussion. The discussion can be held at our office, over the phone or over a video connection.
Between discussions, you should actively apply for jobs or carry out the other measures recorded in your employment plan. For job-seeking tips, please see the How can I find work? page.
The purpose of the discussion is to support your job search. To this end, we will discuss how your job search and your employment plan have progressed. We will also review your plan and service needs and provide you with advice on how to proceed.
We offer a range of different free-of-charge services to support your employment. You can discuss your participation in them with your assigned specialist.
Supported jobs
These include pay-subsidised jobs, jobs subject to the employment obligation concerning jobseekers over the age of 57 and work try-outs.
