Jobseekers under the age of 25 without a degree must apply for study places

The joint application period of spring 2023 takes place on 21 February– 21 March 2023. In this joint application, you can apply for education after completing comprehensive school.

Jobseekers under 25 who do not have a degree must apply for at least two study places for studies beginning in the autumn, otherwise unemployment benefit cannot be granted. The obligation to apply for education leading to a degree applies to both those applying for the labour market subsidy and the unemployment benefit from Kela or an unemployment fund. The obligation is based on the Unemployment Security Act.

The applicants must fulfil the admission criteria for the study places they are applying for. The education must lead to a vocational or university degree. The education can also take place abroad. In addition to the joint application, you can apply for vocational education also through continuous application or apprenticeship training. If you have completed only comprehensive school, you can apply for general upper secondary school. 

Continuous application for upper secondary education

You can apply for vocational and general upper secondary education also through the continuous application process. The application periods vary according to the institutions and training in question. In the continuous application process, you can apply for vocational education if you have a previous vocational or university degree or are thinking about changing careers. In the continuous application process, you can also apply for study places left available in the spring joint application.
