Changes to the client relationship of Ukrainian jobseekers living in Helsinki on the basis of temporary protection

Ukrainian jobseekers living in Helsinki on the basis of temporary protection will become clients of Helsinki Employment Services as of 1 March 2023. Previously, they were clients of the Uusimaa TE Services. The transfer is smooth for clients and does not require any action from them.

You can register as a jobseeker through the TE Services. You can also register at the Itäkeskus office of Helsinki Employment Services. The office offers job search advice services in Ukrainian and Russian during its opening hours.

Persons enjoying temporary protection are entitled to various employment services. In addition to advice services, these include, for example, integration plan and training, analyses of competencies and professional skills, assessment of work ability, vocational and career guidance, work try-outs and pay subsidy. Clients are not entitled to unemployment benefit.

A person who has applied for temporary protection may start work as an employee or independent professional immediately after submitting their application. Their right to work is not restricted in any way. The employer must ensure that the foreign employee has the right to reside and work in Finland.
